European governing body UEFA have confirmed their choice for the four seeded teams in the December 12th draw for next summer's finals.
Both host nations - Holland and Belgium - are in the top group along with Euro 96 champions Germany and Spain.
Germany coach Erich Ribbeck said this morning his side were "outsiders" to win the title again but UEFA disagree.
The format for the draw will be decided in meetings on December 10th with three options in contention.
Option one sees the four seeds taking a group each and the other 12 finalists being drawn at random.
Option two sees the four seeds taking a group each with the next four being decided by co-efficient rankings with the eight left in a separate pot.
Option three sees four different pots with all places being decided by co-efficient rankings. In this scenario - the favourite at present World Cup winners France are in the third group and England in the last selection.
The Czech Republic have not been seeded despite an appearance in the last final and winning all ten of its qualifiers.
