Holland scored only their second win under coach Frank Rijkaard to spoil German celebrations of Lothar Matthaeus' world record 144th appearance for the European champions.
The German defence still seemed to be marking that feat which was applauded by fans in Amsterdam when they allowed Patrick Kluivert all the space and time he needed to sidefoot a low cross into the net in the third minute.
Kluivert fluffed an easy chance after that when clean through on goal and Boudewijn Zenden hit a post with a drive before a left foot shot from Christian Ziege levelled the score.
Zenden finished from close range at the end of first half to win the game that was dominated by the midfield play of Edgar Davids and Clarence Seedorf.
Matthaeus played the entire match and went past Swedish goalkeeper Thomas Ravelli's world record for international appearances.
