The 22-year-old was believed to have joined Spurs for 8 million pounds.
"We are delighted to announce the signing of England international Jermaine Jenas from Newcastle United," read a statement on the Spurs website.
The club are also reported to have signed South Korea left-back Lee Young-Pyo from PSV Eindhoven, while Rennes said Sweden defender Erik Edman has joined them from Spurs.
Newcastle have been resigned to lose Jenas since he admitted he was unhappy at St James' Park, even though he started the season in the team.
Jenas said life at Newcastle was like "living in a goldfish bowl".
But he will find midfield competition fierce at White Hart Lane, with Edgar Davids and Michael Carrick having started the season in top form.
The money from the Jenas deal will go a long way to helping Newcastle fund the 17 million pound purchase of Michael Owen from Real Madrid.
