Cyprus failed to win after taking a 2-0 lead in Limassol.
All the goals came in the second half with Michalis Constantinou scoring from the goalmouth after Marios Agathocleous hit the bar with a drive.
In the 65th minute Yiannakis Okkas scored from close range and the home team felt the win was theirs.
Ten minutes later the visitors started their revival when Marko Krystal was set up at close range by a low drive from Andres Oper. Two minutes later Cyprus defender Raio Piiroja tried to head back to goal but his effort was weak and he actually put the ball past goalkeeper Nicos Panayiotou's dive.
