Well first off unlike many other FA's in the world we iranians have some ontrol on the situation because we havbe lots of insiders like the time the fans petitionted to get daei back in the world cup in 96, and during the WTC us fans asked our fa to have moment of silence in the stadium which they did. Well we probably sound like sore loosers but we arent we've been complaing even when we were on the top. Dear Mr. Zen -Ruffinen,

I am writing on behalf of millions of Asian and Iranian football fans around the world to bring your attention to a severe case of infringement of the 2002 World Cup Preliminary rules and regulations by the Bahrain Football Association.

As you are fully aware the universal World Cup preliminary disciplinary regulations call for yellow cards from the first round to carry over to the next round of World Cup qualifying tournament in all continents.

Bearing that in mind, the Bahrain national team included ineligible players in four (4) of their eight (8) Group A matches as illustrated in the enclosed page.

The last and fourth infringement occurred during the Thailand vs Bahrain match that saw the inclusion of Mohamed Salmeen as a substitute at the 70-minute mark. Subsequently Mohamed Salmeen scored Bahrain's equaliser three minutes into injury time.

This was the second occasion, which Mohamed Salmeen should have served a one game suspension and instead made an appearance in a World Cup qualifying match.

Mohamed Husain Mohamed collected his second caution against Saudi Arabia on 17 August, 2001 and instead of sitting out Bahrain's 24 August qualifier against Iraq, he played a full match.

Bahrain's third violation of the disciplinary rules took place during the Bahrain vs Saudi Arabia match on 21 September 2001 in which the suspended Khaled Al Doseri played 90 minutes. Al Doseri had collected yellow cards against Kyrgyzstan (21 February, 2001) and Iran (14 September, 2001).

Bahrain's fourth disrespect of the rules was even more flagrant. Mohamed Salmeen collected his third and fourth yellow cards against Iran (14 September) and Iraq (28 September) while wearing jersey number 10. The said player's jersey number was altered to number 18. This same player had already played in a previous game that he had no right to play in (vs Saudi Arabia on 17 August, 2001).

Bahrain's continued disregard for the 2002 World Cup qualifying rules and regulations that saw them playing ineligible players on four occasions should be severely dealt with.

Bahrain Football Association's clear violation of the FIFA rules should see their results be nullified by FIFA. You cannot and should not allow a member association to be in such clear violation of FIFA's rules and regulations.

We, millions of ardent Asian and in particular Iranian football fans around the world, urge you to take immediate action prior to the commencement of the Asian playoff between the United Arab Emirates and Group A runner-up.

Furthermore, we wish you to pose the question to the Asian Football Confederation as to how a member national association of AFC can be allowed to make a mockery of universally well known rules.

FIFA's slogan of Fair Play calls for a level playing field in all competitions and in particular FIFA's showcase event, the World Cup.

FIFA nullified Guinea's World Cup qualifying results in Afrcia's Group E due to that country's complete disregard for the world governing body's statute. Bahrain's complete case of disregard for FIFA's rules and regulations should call for severe sanctions against the Bahrain FA starting with nullifying their results in the Asian Group A qualifying match.

Thanking you in anticipation of your immediate attention to this very crucial and decisive issue. Time is of essence here and millions of Asian football fans look forward to your decision on Monday, 22 October, 2001. With kind regards,
